When the calender changed to the Seika era, the government of Japan introduced the Media Betterment Act (MBA). The MBA is an act that allows the government to stop any publication that it deems unsuitable for the public. The same government that enacted the MBA then introduces another act, the Freedom of the Libraries Law (FLL). It allows libraries to become self governing bodies with defense force units. Under the FLL, The Library Defense Force is created.
